As a Deputy Program Manager (DPM), you will serve as a Director-level member of the Program Management Team (PMT) and work across highly matrixed organizations to achieve program objectives. The DPM will partner closely with the Program Manager (PM), customer stakeholders, and cross-functional Oracle teams to drive execution of mission-critical initiatives in complex and dynamic environments.
The ideal candidate will bring strong leadership capabilities, experience managing complex cloud or infrastructure programs, and a proven ability to collaborate across technical, operational, and business organizations. The candidate should possess a strong understanding of cloud environments, SaaS operations, technology transformations, migrations, and the technology delivery lifecycle.
Key Responsibilities
- Lead and collaborate across diverse, matrixed teams to achieve PMT objectives
- Support execution of large-scale cloud and infrastructure programs for Public Sector customers
- Identify, assess, and manage program risks, issues, dependencies, and opportunities across multiple lines of business
- Provide recommendations to improve integration and alignment across interfacing programs and projects
- Support development of program-level briefings, documentation, and decision-support materials
- Drive operational consistency through development of repeatable PMT processes and best practices
- Partner with customer stakeholders and internal Oracle organizations to support successful program delivery
- Ensure timely delivery of contractual deliverables and overall program commitments
- Lead internal and external collaboration, communication, and stakeholder engagement activities
- Support program governance, operational reporting, financial tracking, and strategic planning activities
Required Qualifications
- Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or a related field, with 14+ years of relevant experience
- Active security clearance (required)
- Demonstrated experience managing cloud or infrastructure programs for Public Sector customers
- Strong understanding of cloud migration, modernization, and hybrid cloud delivery models
- Experience supporting PMT-level program execution and governance activities
- Proven ability to communicate effectively with senior customer and industry stakeholders
- Strong leadership, organizational, analytical, and problem-solving skills
- Experience working within complex, highly matrixed delivery organizations
Preferred Qualifications
- PMP, PgMP, or similar program management certification preferred
- Experience working within large system integrator or consulting organizations
- Strong understanding of cloud operations, sustainment, and transition-to-operations models
- Experience supporting mission-critical or highly regulated customer environments
- Ability to identify opportunities for customer expansion, operational improvement, and strategic account growth
Location
This position is based in Israel.
Minimum Qualifications: A minimum of 12 years combined experience with project management, data analysis and direct business experience within a specialized function. Preferred Qualifications: Bachelor's degree in Business Administration, Management or related field. PMP / Scrum Master certification. Proven ability to work cross-functionally with functional and technical teams. Experience with building and managing reporting tools to support Programs; such as scorecards and KPI metrics to further drive insights around our program strategy. Demonstrated ability to balance quantitative and qualitative metrics to provide a holistic viewpoint. Expert level experience with Excel, creating dynamic pivot reports and data visualization. Ability to influence through data visualization and interpretation. Must be self-directed and able to work independently as well as in a team environment. Must be comfortable working in ambiguous situations. Excellent interpersonal skills. Depending on the job there may be additional minimum requirements and/or preferred qualifications.
